I am curious as to why everyone is pushing for energy intensive expensive solutions? I mentioned rainwater earlier their are also water treatment solutions that are efficient and work. What are you using currently?

Have you seen rainwater harvesting projects for this large of a population? One issue seems to be maintaining storage during the dry season months.
