First; it would seem your community needs to have EPA intervention against the oil company for violations of Title 40 for oil/gas pollution regulations. Based on your offered information; the remediation and cleanup will be extensive and expensive. Without much more specific analyses and data; the primary environmental negative impact gives all indications that your situation will require mass soil removal and replacement; a full and comprehensive aquifer pump out; water treatment (tertiary); and return for the whole aquifer. There must be a comprehensive risk assessment conducted for the entire area which the aquifer supplies water to. In most extreme cases; the aquifer is abandoned and the next deeper aquifer is tapped into for supply to the effected area. This is only a superficial response to your critical matter; again; your federal; state; and local agencies should facilitate legal action for any remediation and restoration actions against the pollution generating industry.
