Dear Asim,
It's clear that biological degradation is inhibited (low pH and high COD). This can be due to several reasons, as explained in some previous answers. One possible cause is inadequate mixing. Did you consider adding a mixer inside your reactor (e.g. submerged mixers)? Or increasing the inflow velocity?

there is no option to install reactor, if flow is increased we face starch at HAD outlet and which reduced DO at activated sludge process after HAD.
