I want to add to the answers below that it is nearly impossible to "permanently remove" legionella from the cooling tower water. All natural water contain these bacteria, so any feed water will add them into the cooling system.
An ongoing maintenance/cleaning process has to be accompanied to the appropriate water treatement (as already described) to keep the legionella (and other problematic bacteria) on a low level.
