with very limited detail it’s very hard to give a direct result. However, I’d suggest to search for the following data and parameters so you can estimate your water requirement, crop types and ponds volume requirement.

1. Surface temperature (and humidity and sun radiation if available) => to calculate potential and reference evapotranspiration (ETR) e.g. using simplified Penman-Monteith eq. You can use other ETR formula adjusted with your data availability which is quite abundant. Some data is available from global satellite/spatial modeling e.g. from Copernicus for europe, ERA-5 global data, etc.

2. Soil condition => calculate infiltration and mineral leaching (mainly salt due to low resistance of crop majority to salination). Also to calculate potential water content (simplest way is to use soil water retention curve which include field capacity and wilting point).

3. Crop coefficient (Kc) which depends on type of crop and also time of crop growth. This is to calculate estimated actual ETR (Act ETR = Kc*ET0, where ET0 is potential ETR).

4. Precipitation => estimate/project precipitation in the future especially with regard to climate change. So that correct pond dimension and recharge period and rate might be estimated.

Other parameters that might also be included is the irrigation efficiency which depends on type of irrigation used. This irrigation type is also related with your topography, soil type, other infrastructure e.g. electricity supply, etc.
