Rainwater harvesting is fairly low tech and you should be able to find the construction skills needed in most towns but it is worthwhile to have an experienced project manager / designer to make sure that the design is optimal for the location(s). Make sure that the project pays attention to mosquito control. You don't want to solve a water/sanitation and introduce a Dengue Fever problem.

All natural Waterbodies in their natural condition are rain water harvesting apparatus. Just restore them ecologically through Cownomics Technology and you will get the best level of recharge. the physical apparatus merely add to the soil moisture, doesn't recharge the aquifer.
