You *might* get help by writing to a water company - I would suggest Severn Trent Water or Thames Water.

There is a UK-standard costing system, TR61, which we (WRc) develop, but it is on behalf of the water industry so that they normally use it. It does not include a cost for an AAO system. Activated sludge would be costed on the volume of the aeration tank and the volume of the aerated section of the aeration tank. If you are using something fancier than standard diffusers then you may need to add additional costs. You would need to estimate any mechanical mixer costs in the anoxic / anaerobic sections.

The Irish Republic has the water company publically owned. This means that more information may be in the public domain. See if you can find any costs for Phase 2 of the Midleton sewage works, which, I *think*, is an AAO system. Phase I was AO.
