I  researched this a few ...

I  researched this a few years ago when doing some well work in the Philippines.  The best low-cost options were Hach - https://www.hach.com/ez-series-analyzers/ez-series-arsenic-analyzers/family?productCategoryId=55069943307 and SenseBig http://www.sensebig.com/products/portable-arsenic-analyzer-or-sensor-water-quality-monitoring

There are several institutions in UK dealing with this aspect especially, Atkins International who did a wonderful job in India for Thermal Power Plants. You may please contact them.  All the best.

If it's a deep groundwater ...

If it's a deep groundwater well, the arsenic will be on a constant stady level. So it's either there or not. Regular testing (yearly) looks like a more feasably option..
