what kind of communication do you prefer to acquire field data from the sensors. If you want wireless system, you should consider RPMA and I know there were plans for covering Toronto.
Using the same RPMA Machine Network we delivered water pipeline pressure monitoring for some water utilities.

In order to preserve battery lifetime, we have built in some smart functions like reporting by exemption triggered by different alarms like low-high thresholds and RoC.
