Why not treating the effluents for reuse, instead? Seawater desalination is one of the most energy- consuming treatments available and requires suitable infrastructures to operate ( jetty/intake stations, pretreatment and brine disposal) and huge energy consumption ( high CO2 footprint). Wastewater is often cheaper to treat and could give water ( almost-) endless lifecycle.
