Treat the effluent with an Archaea microbial group species. Toxins will be chelated, pathogens will be zero, all effluent will be biodegraded into its elemental/nutritional state. Chlorine and filters no longer needed.  It becomes part of the circular economy.   Technology is a wonderful thing.  You only have to ask.
