When is the best situation to use composite filter media, Reverse Osmosis and Ultra-filtration? When can one use these three combined or separately in water treatment?
The use of a water treatment technology depends on many aspects, but mainly it is very important two things: quality of the rawwater (untreated water source) and water quality required (use of water). There are a lot of possibilities of applications in this regard.

Good day, in most cases, the main factor will be cost. MMF will be cheapest solution, as a pre-treatment to RO. However, if cost is not a concern UF it a better option. You only use RO if u need to remove minerals content, but in most cases, TDS for the feed is high, so RO is employed. I guess that is the pragmatic approach, use the lower cost when price is a big concern. Hope that help.

When there is saline river water the prefiltration media takes out the frogs and logs, the UF takes out turbidity and particles and the RO reduces the salinity.
That is correct,I agree with George.However the filter media can also remove turbidity and particles if the gradation of the media is properly achieved for example in slow sand filtration processes.But to remove the salinity RO must be applied.
To remove only TSS to the lowest level of 1 - 5 NTU, Composite filter media is sufficient. In addition to remove bactories, oxidents like Chlorine, Hydrogen peroxide, Hypo, Ozonization. UV radiation to be used.
To remove colloids like collodial silica, UF to be used.
RO to be used if TDS has to be reduced or removed. UF shall be used as pre filter to RO, which improves the life of RO membranes.
