I tend to agree with some of the others who have suggested equalization and better data collection.   Equalization will balance out the fluctuations as they may exist.  The BOD/COD ratios referenced just don't make sense.  What time period were the data collected over?  Are they correlated to any changes in manufacturing process?

That said, there should be nothing specific about dental floss manufacturing wastewater that makes it exceptional.
