Colleagues. Sorry to be blunt, but this is not a technically difficult problem to resolve. The point you all seem to be missing, is that there is a huge capital cost involved to resolve the problem. Where does the money come from to fund ANY of the solutions proposed? Lots of solutions, but how are you to fund them?
