Hallo Peter,
i would like to tell you something about the theoretical sequences to do that Job. You Need a pump to get fresh water in the tank with high pressure to get all the mudy things dispersed in a "sewege-liquid". Then a second pump to get the liquid out of the tank. Do this till the tank looks nearly clean. Next is a sort of chemical, for example an accid, to get the hard and crusted elements dispersed and repeat the action before. Third step is to desinfect the tank with something like chlorine for example. Last step is to wash out the desinfection chemicals (same system with the two pumps) and then the tank is ready to be refilled with potable water.
Please note -> i dont know where the tanks are, i dont know wether you have rinsing water at disposal, is there any electricity and so on, ist a "theoretical" advice....
