I am looking for creating an estuary in sea, so that river water would mix with the sea water and its salt content would reduced. The cost of treating this low salt content blackish water would be reduced than treating the sea water itself. Over long period of time (say, 20-30 years), the cost saving would be quite high than cost of creating an estuary.

Das, Using natural processes (creating an estuary) for treating blackish water is a promising idea. It creates the opportunity to combine black water treatment, with nature development and recreation. And therefore it can make your solution cheaper and more valuable.
