Take a look at Norwich University Online (https://online.norwich.edu/academic-programs/masters/civil-engineering/overview). I am currently a graduate student in their Master of Civil Engineering (MCE) Program in which my concentration is Environmental Engineering/Water Resources. I am enjoying the program so far and you can graduate from their program within 18 to 24 months (depending if you have completed or need to complete any required prerequisite courses before entering their MCE program). Very broad question Danie - depends which field of water you are developing your career in.  You are in South Africa - Pretoria University offers a block week masters course so you do attend some classes, as does Stellenbosch University.  Internationally there is Delft in Netherlands, Loughborough (WEDC) in the UK,  and many others
