This is an on-going event, every day, 365 days a year for over 40 years. This is not "new". The Tijuana River flows under Trump's wall and has massive trash gates which must be opened during rain events, so the debris doesn't back up and create a lake of sewage. See it here:
This is an environmental disaster of man-made proportion.
