We offer our customers a choice on how they want to receive notices like the one above; via text, email or paper mail. Most of our customers prefer text message. We send out messages for high usage, billing notices, leak repairs, etc... Our customers really like the interaction.

It is increasing. Washington DC has automatic meters that give frequent (I think 15 minute) electronic reports. Notifications of unusual high usage are provided with similar advice as Zurich.
