Failed Water projects in Philadelphia, seems like good consultant opportunity to me!

Absolutely staggering; key work is accountability! Or the lack there of.  Philadelphia is such a beautiful city with a richness of history. 

Definitely an opportunity for a consultant! Imagine all the areas not mentioned in the article where waste of funds, man power, etc... occur.
