Hi Markus, I agree with Vikramsingh Singh because in this case IBWT can imply economical and social improvements in new irrigated areas. Obviously, IBWT plans should analyse all different aspects related with new irrigated areas, say environmental capacity, soil aptitudes for irrigation, soil management required, training of farmers in good agricultural practices... Maybe in some cases people not only need food but making their food.
