As mentioned above, equal access to safe drinking water entirely dependent on personal power or ability, whether in financial terms or in social terms of the individuals, and in order to get equal, everyone must empower the poor individuals to get on the water fairly at least from the socially aspect.

1. Water is an asset, which can be sold and bought, this is the brink of the inequitable access to safe drinking water. This follows all the drawbacks of current economic policies!
2. Lack of knowledge and dissipation of the acquired knowledge among the poverty stricken group, and their openness towards new idea and technology towards acceptance!
These are the fundamental basis of the reason behind inequity!

If every one had equitable access to safe drinking water, it is unlikely that the United Nations would have declared that 'access to water is a basic human right'. Everyone does not have access to safe drinking water, because it is directly linked to poverty, the same as any other resource. It is essentially linked to a person's social status. The affluent has the resources to ensure that they have access to safe drinking water, but not the poor. There is a direct link between a person's income level and the level of access to safe water. This can be within a country or region or between countries.

I agree, it is same with police protection. Affluent areas are more protected than poor areas. Neither one is right; it is a fundamental flaw we possess.
