If every one had equitable access to safe drinking water, it is unlikely that the United Nations would have declared that 'access to water is a basic human right'. Everyone does not have access to safe drinking water, because it is directly linked to poverty, the same as any other resource. It is essentially linked to a person's social status. The affluent has the resources to ensure that they have access to safe drinking water, but not the poor. There is a direct link between a person's income level and the level of access to safe water. This can be within a country or region or between countries.

I agree, it is same with police protection. Affluent areas are more protected than poor areas. Neither one is right; it is a fundamental flaw we possess.
