The key concern with this approach is that farmers in neighbouring areas who find themselves in a drought situation will blame the cloud seeding exercise as affecting the rainfall that may have fallen on their lands had it not been for the seeding. I am sure the authorities have considered this, but this was the main reason trials were stopped in South Africa in the 1980s and 1990s.
