You may want to consider electrolysis. The water is alkaline at the cathode and has a higher pH. The "alkaline" water can be siphoned at the cathode. It's an electrochemical process. You may look-up "ionizers" on the web. This said, I do not endorse the health and other claimed benefits of "alkaline" water and the effectiveness of "Ionizing" home appliances.
The other processes e.g. mineralization will affect the TDS.
