The question seems questionable !
One side you say that its a Mineral Water and say the TDS is 30ppm ! Which Mineral Water for Drinking in the World has TDS 30ppm. Please purchase any Mineral Water Bottle and Check the TDS Levels on it which is clearly printed on almost every company's mineral water bottle.
But what I feel if you are influenced with the theory which is prevailing now to have drinking water on Alkaline Side which could have some health benefit, then there is another case. So you can increase pH by adding as per prescribed by many fellows here but there could be a compromise between taste and may be odor by adding some chemicals.
Permissible range of TDS in drinking water: Different government has different regulations for the TDS level. The U.S. EPA sets the maximum contaminant level for TDS 500 ppm where as WHO has different prescribe limits.
An aesthetic objective of ≤500 mg/L has been established for total dissolved solids (TDS) in drinking water by WHO. At higher levels, excessive hardness, unpalatability, mineral deposition and corrosion may occur. At low levels, however, TDS contributes to the palatability of water. Most people think of TDS as being an aesthetic factor. In a study by the World Health Organization, a panel of tasters came to the following conclusions about the preferable level of TDS in water:

What about very pure natural glacier water ? The Norvegian natural water VOSS has a TDS of 44ppm !
