I have been interacting with the Ministry of Urban Development of Gujarat and the figure they gave me for an Activated Sludge Process plant was around Rs. 10 million for 1 mld therefore for 10 mld it would work out to Rs. 100 million.

Considering the new CPHEEO guidelines such a low cost can never attain the new discharge guidelines.

Infact the figures quoted by Water Resources Department, Central Government of India places the estimate at Rs. 50-100 million for 1 mld or Rs. 500 million to Rs. 1 billion for 10 mld.
