I am doing a survey but I am quite confused by the capital expenditure (CAPEX) figures of sewage treatment plants (STP) in different countries.
For example, I was told that a STP for an activated sludge process in India cost only Rs 50-60 million (US$773,216 - 927,859) per 10 million liters per day. It appears to be incredibly low to me.
Can anyone share the range of Capex of a 10 million liters per day STP in your country?

Installation cost of a ASP plant is approx. Rs 5-6 Million/MLD . O & M cost is Rs~0.5 - 0.7 million/MLD/year.The processed water is recycled and used for flushing, and landscaping and secondary purposes and costs/ expenses are recovered. Also slot in rain-harvesting, and bio- waste composting. Ideally the green spaces can be used to take care of plantation etc.

When making comparisons it is useful to use consistent and stable units. Thus flow needs to be in megaliters per day (Ml/d) and currency $ (USD). It is also useful to comprehend the difference in the ratio of civils to M&E. Typically in developed countries where plant is manufactured at home the ratio is 2/3 civils to 1/3 M&E whereas where the mechanical plant is imported the ration is 1/3 to 2/3.
Good day, we recently quoted on a 10MLD, activated sludge process,in South Africa. The total quotation was R95m ZAR, which calculates to R 7.3m USD, for the complete installation. Final effluent qualities were COD > 25mg/l,nitrate (as N) > 1.5mg/l, Suspended Solids 10mg/l, Faecal Coli-forms per 100ml>0. This was a turn key contract, which included all the civil, earthworks, mechanical and piping.
The main differentiation in terms of capex globally is based around the technology used, this tender was a open tender which allowed each supplier to offer their specific technology, but the final effluent must be guaranteed regardless of the technology offered.
The difference was in terms of capex was astounding, it went from USD 2m per 1ML, to USD 0.75m per 1ML.

Thank all you guys for your valuable inputs. Yes the Capex varies with countries with different level of economic development. Let's assume the effluent is COD = 50, BOD=10, TSS = 20, AMN = 5, so basically the ASP should be a BNR with at least ammonia removal. Then in China the Capex ranges US$2-7mil, with majority falling between US$2-3mil. In Malaysia, the typical range is US$2.5-5mil. That is why I think the cost in India is too low to work.
Not only labour & civil material costs vary; be careful the "value" of the technology varies depending from where it is sourced. Prices out of Europe compared to India are much higher. Also if you are asking for process guarantees and local skills are low there may also be a price impact in capital cost.
I agree with Mr. Dave . In india the cost of such projects varfy from company to company . if you go with a well renowned and well established company in India it is a costly affair.
Better to provide variation of ASP like SBR process for such capacity and it would cost around 110-130million(Rs.1-1.30 crore) and it varies from different technologies..
It will vary based on the labour and material cost. The average cost for a conventional (ASP) STP in South Africa is US$ 12 M per 10 Million Liters /day excluding tax.
I have been interacting with the Ministry of Urban Development of Gujarat and the figure they gave me for an Activated Sludge Process plant was around Rs. 10 million for 1 mld therefore for 10 mld it would work out to Rs. 100 million.
Considering the new CPHEEO guidelines such a low cost can never attain the new discharge guidelines.
Infact the figures quoted by Water Resources Department, Central Government of India places the estimate at Rs. 50-100 million for 1 mld or Rs. 500 million to Rs. 1 billion for 10 mld.
