Pressure testing? In Piping Testing, there is an Air pressure testing accepted by code... certainly this preserves the waste of water...
If not feasible, rubberized "isolation tank-containers" (like large tire bladders) are used to store the water for a later re-use. In this case the "flexible tanks" stay floating on the sea water, protected from waves, and with no structural effort.

The large ones can conatain up to 800000 Litres, from where 13 units will be enough. On top most of them can be laying on a flat sand suface.
Unfortunately, Air pressure testing is not accepted by code. Rubberized isolation tank containers seems to be a good option. Thanks.
