I agree with your opinion. But it’s uneconomic for a small business unit like ours to transport such huge quantity of water to a pond or creating a dam in vicinity.
It matters not the amount or the contaminants. DNA microbes (bacteria and fungus) for regular hydrocarbons. RNA microbes for chlorinated hydrocarbons and all toxic metal chelation. During this process you may wish to use a biogenerator to collect the loose electrons. free electricity. No dumping into the ocean ever again.
I believe the gentleman is referring to water used for hydro testing in a large O&G, Petrochemical or Pipeline project. At best, there may be corrosion metals/ residue, which, in terms of concentration, will be small due to the large amount of water. If you're referring to effluent from Pickling-passivation activity, they usually use an acid-base solution in alternating cycles. Pls use a small PP tank and neutralize it, test it in a lab & if found within reasonable limits (as specified by Pollution Control Board) disposed it to a rainwater collection pond & soil will act as a filter. If not, treat it in an STP, preferably using a filtration mechanism (MF/UF) as the final step. Hope this helps.

You need to make a storage space and since water in pressure testing does not get contaminated, you can reuse it for ever. Just basic filters should be enough
If there are issues with chlorine content, then you could remove that and put UV to avoid contamination.
You will be doing great service to nation if you do not waste so much water.
Please fill in the blanks. what pipe, what project, what country. Then to be able to give you an educated answer. What is the waste being processed, is chlorine still being used to clean the waste, where does the fresh water come from, any agricultural in the area to give the water to. Without this basic information try using a 10,000 gallon water truck, find out who needs it or put back where you found it. Nature will sanitize it for you. For free.
We use this water for Hydro Pressure test of Pressure proof Steel Shells in India. Water contamination is not the main concern, as I would prefer reusing the water for other testing or non potable purposes. I am looking for economical storage / transportation options.
Pressure testing? In Piping Testing, there is an Air pressure testing accepted by code... certainly this preserves the waste of water...
If not feasible, rubberized "isolation tank-containers" (like large tire bladders) are used to store the water for a later re-use. In this case the "flexible tanks" stay floating on the sea water, protected from waves, and with no structural effort.
