Which industry is using so much water for pressure testing ??
You need to make a storage space and since water in pressure testing does not get contaminated, you can reuse it for ever. Just basic filters should be enough
If there are issues with chlorine content, then you could remove that and put UV to avoid contamination.
You will be doing great service to nation if you do not waste so much water.

My concern is less to do with contamination and its more about storage or transportation.
