I think that in the first place the inhabitants which see water as a free gift should be told that they are right !!!

But : free is only the water itself ! Not for free is any kind of service - which is everything that is needed for water catchment, transport, purification, storage, network, operation and maintenance.

Second : even if the water has no owner - you need a sovereign administation ruling the interests of different groups like industry, agriculture, households and tourism. This means that water as a resource is for free, yes, but not the sharing and consumption!

So the problem is a lack of information !! People (in every country) think as energie comes out of the socket so water comes out of the tap and thats it.
