A zero discharge wastewater treatment facility (WWTF) will require evaporation. A good example would be to build a hothouse to receive the wastewater and use exhaust fans to go to odor control system to treat the odors. So, you would use a lot of land and construction costs. Alternative is to have a covered evaporation basins to prevent rain water to the evaporation basins. You keep the depth of wastewater shallow and evaporation would dissipate to the atmosphere. You will generate odors and depending on location, you might need to capture the evaporation and treat for odors.
I assume you meant no discharge to surface water or groundwater. If you referring only to discharge to surface water, you have many options to dispose to groundwater.

yes evaporator is there as part of ZLD.
