Like to attach a comment about my Marine Pollution Bulletin paper by the "Science" journal, which give confidence about the subsurface intake/beach well technology that I prescribed for your problem in my previous message on 17th March 2021. It will motivate you to adopt this technology. By adopting this technology, you are also contributing to climate change and solving the twine problem of entrainment & impingement of marine/freshwater organisms in the cooling water intake systems. By avoiding impingement, the planktonic forms produce oxygen, contribute to our atmosphere, and enhance the capture fishery effortlessly as eggs and larvae of fishes are planktonic forms.
