Like the canal restorer systems developed by John Todd, you can lay down a series of hoses on the bottom and create a fine bubble pattern of pumped air that will 'oxidize' the sludge. In about a month or so you may have resolved your problem using the aerobic microbes that develop.

Correct. Lengths of hose with very small holes for aeration,and a pump to force air through the hoses.
