Dale, I have studied for and passed four license exams in the State of Michigan.
My stratigy has been to make the provided study guide from the State into a detailed outline for the various topics using the Sacramento Water Treatment 1 & 2 books. Taking the time to find the information to make the outline has proven to be helpful for myself.
Flashcards have also been in my tool kit.
Practice questions from AWWA publications have been very helpful too and they somewhat recently have made an App for studying for license exams.
If I am having trouble understanding a concept (let’s day the break point chlorination curve, for example) I have found a YouTube search can be helpful too.
