As you said the river water is contaminated we should evaluate its characteristics and then accordingly we need to treat. If it is in the downstream then alkalinity may be one of the problem which can be treated with gypsum. I have developed one Water Quality Index to identify the suitability of water for potable and irrigation use based on National Standards. This tool will help you to identify the contaminants and then accordingly you can treat the same.
