Australia has gone through a process of setting standards for accurate metering. You can access the list of meters that have gained certification to this standard (called Pattern Approval) at:

Accurate and reliable metering is challenging; you do need technologies that can still measure accurately with untreated water and over a large range of flow disturbances. All the meters listed via the link below can meet this requirement.
The meter manufacturers offer a range of power supply solutions - and some are suited to remote locations.
