One of the fastest ways to save water losses from leakages which exist in most network pipelines is to reduce pressure to a lower level than what is the current state. Companies offer sophisticated surveys with optimal positioning and settings of Pressure Reducing valves. The problem with these systems is that they need Engineering input and continuous maintenance to ensure correct operation. Very simple Ratio Pressure Reducing valves exist which require no Engineering input as sizing is simple and no pilots which can be tampered with. Simply install and reduce pressure. Maric flow controllers also exist and which require no engineering input. Simple and robust they simply reduce flow demand where installed ... also no maintenance required

It really starts with meter ...

It really starts with meter reading. Do you have a master meter on the intake and on the outlet side? Do you have meters on all of your connections. Do you have smart meters? If yes, how many? The entire system or just a few? 

By accurately reading the meters you track the water flow giving you a precise picture of your system. You can set up a baseline to to gauge the water system demand. The meters will do most of the work for you, especially if you have smart meters.

Initially, two methods shall be devised: current consumption based , and demand based. Consumption should be measured and monitored as per type of consumers. Demand based is - through using tools to have detail consultation with the customers, assess their needs and existing gaps in supplies. At the end, findings from both methods should be compared and integrated to reveal the demand as closest to the reality.

A technique used for providing hourly demand in hydraulic models is to find a typical (residential) neighborhood, isolate it so that only one means of supplying water into it is left.  That supply can be metered and data logged or recorded on an hourly basis.

I think you might begin with predicting water demand by each ​household by ​using water ​usage ​calculator (​just try to ​google it, ​there are so ​many websites ​providing it), ​or you can also ​refer to the ​International ​Plumbing Code. You can later predict the water demand of a service zone by using a known pattern approach (demand activity hour each work day and holiday, etc.).

I'd suggest that you get a copy of the new "Pump System Optimization"  book by the Hydraulic Institute. It should cover most of the topics you mentioned.
