i would say it still a question of awareness.Many people in the Planet especially less educated or rural population still do not understand the importance of conserving water.Thousands of TV channels are existing and it will be really nice if they start to broadcast short advertisements every day one aspect on how we can protect our planet.Most of the time they try to fill the free slots with marketing advertisements to make money and no government is willing to spend money on this kind of initiaitives
