If you are looking for removing fluoride, at TAGUA we have developed a new technology (HINDROP) without chemicals, energy nor brine generation. It works for any type of water and independent of presence of any other elements or pH conditions. Hindrop has been thought as collective or domestic solution.
If you are looking for an energy-efficient and natural drinking water treatment system for several schools with about 1000 pupils and 100 teachers. As I suggested earlier " Rainwater Harvesting" would be only the solution of your problem. If you face any problem and clarification, we would be helpful to guide and support you at every stage of project related Rainwater Harvesting

As Ratilal and Guy suggested rainwater harvesting is a great source of water. If collected and stored properly potable in the tank. There additional filtration can be added.
Let me know where the site is located and I can give you an idea of the water capacity. There is also the option to build a decentralized system to compliment the centralized system. Here is the link to a plan I have to do this in the form of a rainwater utility.
Hi Matthias, I am unsure why you do not want to consider RO, as it is becoming the norm to treat mine waters to produce potable quality water. A company on the West Rand has been installing this type of system in the mining industry for a number of years, where available water is used and purified to potable quality, and it is provided on tap at 4C to miners working under very hot conditions. Please check on the internet under 'Coolquench Potable Water' (trade name) to find the information
We manufacture solar, wind powered Ozone water purification system that can provide 99.9% bacteria free water with 0% operating cost. Please e-mail us your water analysis report to my e-mail ID: k.bhatt@greenfield-hydroponics.com
I want to know detail regarding your "solar, wind powered Ozone water purification system". Please send the detail regarding the above system:

Aerate your water to oxidize the iron or manganese and then let the sediment settle at the bottom of the tank after which you should filter the water using a sand bed.
This should be followed by passing the water through the Solar Wave Water Purifier .
You can get in touch with the manufacturers through www.solarwave.com
The systems give you upto 500litres of safe water per day.
Hi Matthias, not sure about the installation constraints and your resistance towards low maintenance nano-filter systems. However, this low cost, solar-powered solution has been working flawlessly in Flint, MI, and Kenya for two years, with 3rd party tests confirming water quality available. Production capability for over 5,000 liters per day. Glad to make an intro to the founder. Much appreciate the possibility, if budgets allow, to sponsor one unit in water-stressed areas in India or Africa, for each unit sold. - Bert
I agree with earlier comments if you can give us the details of the pollution(water analyses) and the location, we can see if a new simple and energy neutral systeem can fulfil your requirements.
Moringa seeds, pumice etc are natural water purifiers for low cost application, and could supplement ground water treatment with a combination of alum, baking soda, potassium permanganate and lime treatment...best t remove iron contamination as well...proven in local applications of well waters
